Abstract
Penyelenggaraan Pemerintahan Indonesia memasuki paradigma baru yang lebih terdesentralisasi ditandai dengan berlakunya Undang-undang Nomor 22 Tahun 1999 tentang Pemerintahan Daerah yang kemudian direvisi dengan Undang-undang Nomor 32 Tahun 2004 dan Undang-undang Nomor 25 Tahun 1999 Tentang Perimbangan Keuangan antara Pemerintah Pusat dan Pemerintah Daerah yang kemudian direvisi dengan Undang-undang Nomor 33 Tahun 2004.
